NH VF, with only a very tiny spot on the edge of the top selvedge that might even be from the production. Missing-tagging varieties are generally extremely scarce. 2017 Scott has given this one a modest value of $7.50 for a single stamp, but most such items are rarely offered. As a full plate block, this is surely extremely scarce -- it is also a very nice topical item.
