All Year PACKS are NH VF and fresh, complete as issued by the post office. The post office occasionally omits from the Year PACKS items that most people wish to have. These "extra" items are listed below, after each Year Pack, with "+" preceeding the description. Order these items as well if you wish to have all the stamps issued for a given year.
Year PACKS are packages officially issued by the post office and are collected by many people as intact Year Packs. Earlier Year PACKS often sell for more than the stamps they contain. Year SETS are simply groupings of all the stamps issued in a year and sell at a discount from the total value of the stamps they contain. Depending upon what the post office has put into the Year PACKS, Year SETS often contain slightly different items than Year PACKS; because of this, direct price comparisons cannot be made -- you must look at what items each contains.

Original "new issue" rate set VF: By the time the 1 February 2007 postal rate change decision had been made, these stamps had already been printed and denomination imprinted -- with the OLD postage rates -- in preparation for distribution on their planned 1 March issue date. The post office decided to ship this rate set to its subscribers even though the rate set was outdated. (Later purchasers received the corrected (55, 70, 75, 85) rate set. Since most distribution happens at the time of new issue, this is probably the rate set that most collectors will have gotten (and they will not even know about the corrected rate set).
