Iceland: Revenues: Invoice Tax Stamps - Greidslumerki  
The 10 aur "payment tax" or "invoice tax" (because they most often seen documents are invoices) came into force 1 April 1935 and ended 31 March 1941. The stamps bear the word "Greišslumerki" which translates to "payment stamp", i.e. a stamp to pay the tax on payments.

Initially, two of the Gulfoss waterfall postage stamps (Scott #174, 65 aur; and #175, 75 aur) were overprinted "10 / Greišslu- / merki / 10" (with vertical black bar at right), for this revenue use. Small variations of the relative positioning within the overprints do exist.

In 1936, a purpose-specific revenue stamp, picturing a sheep, fish, and a stylized volcano, was printed (engraved) in Denmark, perforated 12.75. In 1939, the same design was printed (typographed / letterpress) in Iceland, perforated 11. Both issues exist in different shades of blue.

In exceptional cases, 10 aur ordinary postage stamps were used with manuscript or handstamped (company names, etc.) cancellations. Postal cancellations do exist -- they are scarcer than other types of cancellations -- on these revenue stamps from their use to pay the tax on postal money orders and postal cash-on-delivery forms.

Because the stamps were normally individually applied to the payment document (invoices, checks, money orders, etc.), with one exception, used multiples are scarce to rare. The Danish-printed engraved stamp is known used even in full sheets; likely for payroll payments. There was a provision for bulk payment of the tax in the case of payroll -- each person on the payroll list resulted in a separate 10 aur tax, however the payment could be made with large multiples of stamps instead of applying them to each employee payment document. This may be the source of the canceled full sheets that are known (they are scarce). This may also be the source of higher denomination postage stamps canceled (with other than postal cancels) for this tax, but such examples are quite scarce and may also be Tollur (import tax) use of postage stamps without the typical Tollur cancellation.

The tax also applied to postal money order and postal cash-on-delivery payments, on both ends of the transaction. The revenue stamp was normally applied to the REVERSE of the money order or COD form. Examples applied to the front are rare. Intact money order forms from the period are RARE as they were retained by the post office, as proof of the transaction, and they were eventually cut up to make kiloware. Few examples of such postal uses even on pieces survive because the revenue stamps were often applied to the reverse of the form in an area other than directly behind the postage stamps (which paid for these postal services; and which were cut off to sell as kiloware) -- thus the revenues were discarded with waste paper from the cutting process.

Facit started basic listings of Icelandic revenue stamps in recent years. Despite the presence of the Facit listings causing demand to increase significantly -- with no change in supply -- the Facit prices are very modest. Facit does not listed the differences in value for the different cancellations, nor does Facit list ordinary postage stamps revenue-canceled for this use. The Facit values may be a guide to relative rarity, however, they do not always reflect the true market value of these stamps.

The listings below are by no means complete and represent only a small sample of the items in my stock; the listings may not include all that you are seeking. Please send your want list or a description of your interest; I can usually supply additional items on approval.

Facit #G1. The 10 on 65 overprint (on Scott #174) was printed May 31, 1935, in a quantity of 100,000, and placed on sale in early June 1935. Despite the seemingly large printing quantity, examples are seldom seen. Mint examples are quite scarce and Mint multiples are extremely scarce. I cannot recall seeing a Used multiple in 49 years. Examples with postal cancel (for purchase of postal services, postage stamps, or for money order and COD transactions) are quite scarce. Examples on full invoice documents are scarce; while examples on complete postal documents are extremely scarce or rare.

Facit #G2. The 10 on 75 overprint (on Scott #175) was printed in a quantity of 496,400, and first placed on sale 30 March 1935 for use starting on 1 April. Despite the large printing quantity, this stamp is scarcer than one might expect. Mint examples are unusual and Mint multiples can be found. Used examples are unusual and I have only had one Used multiple (a 4-block) in 49 years. Examples with postal cancels (for purchase of postal services, postage stamps, or for money order and COD transactions) are quite scarce. That observation is perhaps supported because the couple of postal money order pieces which bore this stamp, that I have seen in 49 years, had manuscript cancellations instead of postmarks. Examples on full invoice documents are scarce; while examples on complete postal documents are extremely scarce.

The tax payment was required on "both ends" of the transaction, whenever a payment of money occurred, thus two stamps were required. Not only are uses of this overprinted stamp quite scarce on a postal item, but it is extremely scarce showing both stamps (even if one is partial) and even more special in that it shows that both stamps were in use simultaneously, though at different post offices. The stamp on the back was cut in half when the front stamp was clipped out of the card by the post office for kiloware (after the required period that these cards had to be retained). To the best of my recollection, I have had only one other such example in 49 years (and never any complete cards). Seldom offered stamp that is unknown to many collectors. Engraved Danish Printing; Perforation 12.75  Shopping Cart: Review or Check Out   Top 
Facit #G3. Danish printing of pictorial design. Engraved, Comb Perforated 12.75. Printed in a quantity of 2,972,900 and delivered to the Icelandic authorities in Kųbenhavn on 31 August 1935; it is believed that they went on sale in Iceland on 10 September 1935.There are (at least) three distinct color shades of this stamp. Mint stamps with gum are very scarce. Of the known stocks of Used examples of this stamp, postal cancellations predominate (unlike previous issues) on single stamps, probably due to being found in kiloware (from money order and COD cards). Stamps with clear cancellations showing decipherable town names and/or year are scarcer and demand a premium value, especially used at smaller towns or villages. Postal cancellations are very scarce on piece or full document. Though normal commercial uses were probably more typical, manuscript or non-postal handstamp canceled single used stamps are less often seen.Existing documents appear to be evenly split between manuscript canceled, handstamp (non-postal) canceled, and uncanceled. A few canceled (with company handstamp) full sheets are known to exist, very probably resulting from bulk payment of the tax on payroll payments to employees.Though not mentioned, that I am aware, by prior researchers, further research needs to be done on the printing, color shades, and paper(s) of this stamp. Additionally, "re-entry" varieties (in which the mother die is accidentally impressed more than once in areas of the some positions on the printing plate) exist on some of the Danish postage stamps of this period; I am not aware if any research has been done to look for such varieties on this stamp (which was printed by the same methods using the same staff and equipment). The printing was done in August 1935; during the time period during which the Danish stamp production was switching from "German" paper to "Danish" paper (with listed differences on the postage stamps of the time). There is evidence to suggest that both papers may have been used for this stamp.

Facit #G4. Icelandic printing of pictorial design. Typographed (Letterpress), Line Perforated 11. Printed in a quantity of 3,000,000 which were divided into three printings (quantities unknown to me) made on 17 November 1938, 12 January 1940, and 8 January 1941. There are significant color shade variations and white vs grayish-yellowish paper -- these differences may or may not be the result of the specific different printings.Mint stamps with gum are unusual but can readily be found. Of the known stocks of Used examples of this stamp, postal cancellations seem to predominate (but not as much on the engraved version) on single stamps, probably due to being found in kiloware (from money order and COD cards). Stamps with clear cancellations showing decipherable town names and/or year are scarcer and demand a premium value, especially used at smaller towns or villages. Postal cancellations are very scarce on piece or full document. [An area of potential research would be to determine if the same plate varieties exist from all three printings and if the plate positions of the varieties are the same from all three printings.] Because of the line-perforating method using and inaccurate equipment, there can be stamps of distinctly different sizes (taller vs shorter; narrower vs wider), some of them quite dramatic. Also, examples are known that are missing the vertical perforations on the left side of column 1 and also between columns 6 and 7. Though not mentioned, that I am aware, by prior researchers, further research needs to be done on the printing, color shades, paper(s), and plate varieties of this stamp.

This block shows THREE constant plate varieties: Upper left stamp (sheet position 81) has "color spot between legs of sheep"; lower left stamp (position 91) has "color spot in lower right of right mountainside"; and lower right stamp (position 92) has "color spots to left of sheep". These varieties only appear once per sheet, but I do not know if they appear in either of the other two printings or in the same positions. A beautiful position piece offered for little more than the break-up value.

PARTIAL OFFSET PRINT ON BACK: This occurs when pressure is (irregularly) applied to a stack of ink-still-wet sheets; the design from the stamps below transfers to the back of the stamps above. Mint-with-gum examples of this stamp are unusual. I can only recall seeing on other example of an offset print on this typographed stamp.
