All the Foochow stamps exist with a range of multiple possible perforations, which are listed, but not assigned catalog numbering, in the Scott Classic Catalogue (as of March 2026). In their listing, Scott only provides perforation measurements to the nearest half-perforation. However, in my measuring of these stamps, I have found some that are actually exactly quarter-perforation measurements (such as 14.25 or 14.75, etc.). Because Scott rounded the listed perforations to what the editors (or their data sources) thought was the closest half-perforation, I do not know if what I measure as (for example) 14.25 is listed by Scott as 14 or as 14.5, or if my 14.25 is something new. Thus I do not know if what I have is the same as or different from what Scott lists. All the Foochow stamps that I offer are measured by me to the nearest quarter perforation. More generally, the Scott "half perforation problem" has a very old historical basis: it has only been in the last 40-50 years that U.S. collectors, dealers, and catalogs have been commonly using perforation gauges which can measure to the quarter perf (or even to the tenth perf). (I do not know what the history of this has been in the rest of the world.) The Scott editors have slowly been revising their whole catalog to quarter-perforation measurements, but it is an enormous task -- every stamp issue needs to be carefully verified -- and Scott just does not have the staff to do it more quickly. Specialist collectors of these China Treaty Ports stamps have apparently been using the nearest half perforation measuring / listing method "since the beginning" -- I do not know if modern specialists in these stamps have developed listings to the nearest quarter perforation. I have suggested to the Scott editors that they revise their perforation listing for these stamps if/when they are supplied quarter-perforation data by the major specialists in this field.
