Norway: Specialized Stamps: 1997 Christmas - Paper Varieties

Scott #1178-1179 (Facit #1311-12, NK #1316-17) [1997 Christmas] was issued in a booklet of 8 stamps, arranged in two 4-blocks, with stamps in each block alternating in both directions (both blocks same orientation). Collectors using American-made albums typically want singles of the two stamps (or maybe a pair). Collector using European-made albums usually want a 4-block (collectors using Stender albums want the 4-block AND the 4 singles from a block). [Note: This is the first Norwegian self-adhesive booklet issue. In this particular stamp issue, the vast majority of mint examples show some minor amount of adhesive seepage.]

This unusual issue has three very different paper types: 1) Normal non-fluorescent (common); 2) an unintentional, very scarce bright yellowish-white ("yellow") fluorescent paper that was used for only about 6.66% of the total quantity issued; and 3) a rare error of the non-fluorescent paper stamps in which the stamps were printed on the wrong side of the booklet "sandwich" -- the stamps were printed on the cover side, thus the stamps are without adhesive -- the adhesive is now on the cover side! These rare error stamps have a dull-white fluorescent appearance, which I call "white fluorescent".

Both the normal non-fluorescent and the scarce yellow fluorescent stamps are listed in the specialized catalogs and both have spaces in many of the European-made albums. However, the specialized catalogs are confusing and incomplete. Facit lists and prices only the non-fluorescent and "white" fluorescent -- which they should have called yellow. However, Facit does list (as "v3") this as a "no gum" variety (printed on the wrong side of the paper), but does not price it. The Norgeskatalogen (NK) lists the normal non-fluorescent and the yellow fluorescent (just calling it fluorescent, on Cp-L-PH paper). NK mentions and explains the rare error (dull-white fluor, printed on the wrong side of the paper sandwich), but does not assign values to it in the stamp listings, however they do assign an unbelievably absurdly low value in the booklet listings (as of the 2018 edition).

Like all Norwegian booklet issues of that era, these booklets exist both with and without a serial number printed in the margin at one end. In most booklet issues, the distribution of each of these two versions is 50%. Thus barring other circumstances, they usually have about the same value. However, in this 1997 Christmas issue, the distribution of the two versions does not seem to follow the usual pattern. On each of the three paper types there seems to be a significantly different degree of scarcity between the two versions (with and without serial number) -- one possibility I have never seen. This may have been due to production problems that may have resulted in uneven quantities of one or the other version being deemed poor quality and thus destroyed. Furthermore, adding another collectible difference. the serial numbering on this issue exists in sans-serif vs with-serif digits, at least for the non-fluorescent paper type. (The booklet listings in NK are not complete; the rare dull-white fluor does exist with number.)

Few collectors or dealers seem to be aware of, or have ever seen or had, the scarce yellow fluorescent stamps; far fewer are even aware that the dull white fluorescent version (printed on the wrong side of the booklet) exists! There is a chance that some collectors have the yellow fluorescent version and do not know it because a few of them happened to be included in certain new issue distributions, including a few to my clients in 1997-1998. The same is theoretically true of the rare dull-white fluorescent, but the odds are very slim. Check any of these that you have in your collection under a long-wave UV light (same as you use for other Scandinavian stamps) before ordering.
