All of these sets are in stock, as are almost all the Åland Frama (Machine) Stamp issues: 1984-1996 non-pictorial stamps and 1996-2007 pictorial stamps.

When postal rate changes -- particularly unexpected changes -- are mixed up with the printing of postage stamp denominations, all sorts of interesting things occur and scarce items are inadvertently created by post offices. This has been the case with Åland Frama (Machine) Stamps and particularly in 2007.

Åland postage rates, if they change, usually change in January or February. However, the new designs for Åland's Frama (Machine) Stamps typically come out in March. This results in short-usage-period changes in the denominations in a "standard rate set" -- these stamps are collected in such sets.

First, however, a reminder what "Frama stamps" are... Frama is the brand / manufacturer name of one maker (the first such maker; located in Switzerland) of machines that imprint and dispense "machine stamps". Åland and Iceland have only ever used Frama machines. Denmark, Finland, Norway, and Sweden have used Frama machine as well as those from other manufacturers.

Most importantly, "Machine stamps" are stamps, not meter imprints! The difference is easy to delineate: Machine stamps can be purchased by anybody, used anywhere in that country, on any date -- in other words, they behave just like any other stamp except that they were dispensed from a machine. (Some machines are configured to print only a limited set of denominations and others are set to allow printing of any denomination above a minimum value, up to the maximum number of digits the machine can print.) However, meter imprints can only be used by the particular mailer licensed to use that machine, mail thus franked usually has to be mailed only at a particular designated post office, and may only be used on the date that they were imprinted.

Post offices seem to have a love-hate relationship with such machines. On the surface, they are a great concept: 24-hour a day, 365-day a year availability of stamps; less postal employee staff time spent selling stamps; less customer time wasted waiting in lines, etc. However, it seems that any such type of machine operated by the general public are a constant source of maintenance and security problems -- think of all the out-of-order, malfunctioning, or vandalized soft-drink machines you have encountered. Apparently the cost of specialized service people running around the countryside refilling and maintaining these machines is considerable (one reason -- other than pirate blood in their veins -- that banks often charge fees for ATM machine usage). As a result, Iceland and Sweden (the latter after also trying Klussendorf machines) discontinued them. Finland spent quite a few years trying several makers and models, but eventually discontinued all machines. Norway started with Frama stamps and then discontinued them, only for new management to start with other types of machines some years later (and still in use). Denmark still uses Frama stamps and has also recently started using another type as well. Åland started using Frama stamps in 1984; they changed to color-printed pictorial designs in 1996, which continue today.

Back to our 2007 Åland story.... An unexpected postal rate change was put into place on 1 February. However, since the new Peony design for the Frama stamps was not to be issued until 1 March 2007, the current Lilacs issue was made available as the NEW 1 February 2007 standard rate set (55, 70, 75, 85). It would be replaced one month later by the Peony design -- long before 99% of interested collectors ever found out that a new rate set existed (and probably 95% still don't know).

But there is more: Before that 1 February 2007 rate change, the new Peony design Frama stamps had been already printed and had already been denomination imprinted in preparation for distribution to the post office's subscribers on 1 March 2007. Rather than re-make the sets or destroy stamps, the post office chose to distribute the now-OLD standard rate set (55, 65, 75, 85) of Peony stamps to all their regular subscribers. However, as soon as those supplies were exhausted, the post office started selling the "corrected" standard rate set (55, 70, 75, 85).

Jay Smith's Law states that the the vast majority (often 90% or greater) of stamp distribution happens at the time of new issue, through the usual new issue service channels, whether that of the post office or dealers. Thus subsequent printings (or in this case standard rate set changes) receive only very limited distribution. Post offices rarely understand that a new printing, or even a new perforation (such as the Sweden 2005 Spring Flowers stamp with a major perforation difference), is often considered by collectors to be a "different stamp". Those are the items which often rise in value quickly. (There is Jay Smith's Definitive Issue Exception to this Law, but that results from non-subscription buyers delaying their purchase of often-unattractive or high-cost definitive/regular issues until after the first printing of the issue has been consumed by mailers and thus the first printing rises in value faster than the later/last printing(s) -- unless, of course, the later/last printing(s) are little- or unknown to collectors before they are consumed by mailers. [Trust me, there is some logic to this.]) The point of this is that the "corrected" rate set is likely to become scarce and rise in price.

All of these sets are in stock, as are almost all the Åland Frama (Machine) Stamp issues: 1984-1996 non-pictorial stamps and 1996-2007 pictorial stamps.
 
3.  General U.S. Picture Post Cards and Arkansas Post Card Collection Shopping Cart: Review or Check Out   Top 

I have just purchased the philatelic estate of an Arkansas collector. Included was a significant quantity of U.S. picture post cards (mostly 1900-1950) including a wide range of subject matter, types of cards, etc. If you collect U.S. picture post cards and have particular interests, please let me know.

This collector had also assembled a large collection of Arkansas picture post cards from all time periods, some mint and some used including scarcer postmarks. The cards include many from tiny towns, including early real photo cards, etc. There is even a rare card picturing the devastation of a town struck by a tornado (60 souls were lost). This collection must be fairly significant and really should be kept intact and further developed. This is the perfect opportunity for a current or ex-Arkansan to start collecting Arkansas post cards (and/or postmarks on cards) with a bang! If this description fits you, please let me know. #731342   U.S. Never Hinged Collection on National Pages through 1997
Very neat and clean set of Scott National album pages (no binder) from 1847 through 1997, with a modest range of stamps. Only a very few pre-1935 stamps. Almost complete NH VF 1935-52 including a nice set of the 1940 Famous Americans with a nice A.G. Bell stamp (set retail around $38 for this quality). Then a smattering of 1970s and 1987-95 NH VF stamps with a face value of about $82. Concluded by a decent range of airmail stamps. Probably less than 10 stamps are Used; the rest appear to be virtually all NH VF. The stamps present are in neat black Showgard mounts; a few empty mounts are also in place, again very neatly. This is more of an "album" than a "collection" but does contain useful stamps. The current retail price of the pages alone is around $120! $143.00

Sizable carton (photo copy paper box) of thousands, mostly totally unsorted, on and off paper mixture, plus two Scott Minuteman albums with scattered mint and used. Newer and older issues. Condition varies but much F-VF (best item we spotted was a faulty mint 8c Columbian). A perfect "fun" lot for anyone who enjoys sifting through a disorganized box of "stuff". $44.00

Large carton (photo copy paper box) containing accumulation of thousands on and off paper in boxes, bags, miscellaneous album leaves, and stocksheets. Includes modern and older issues in no order whatsoever. There is one old wooden cigar box of on-paper mix going back to the Washington-Franklin period. Condition is mixed, as to be expected in this sort of lot. The best (or worst?) item we saw was a large part of a mint 4c Columbian! Nearly complete collection of the U.S. Official Joint Issues and their foreign counterparts. More than 30 different issues represented. The highlight of this collection is the 1992 Columbian souvenir sheets, which includes all four countries NH VF plus the same complete on first day covers, with a second set for the U.S. which has different cachets and cancels and was a limited edition of 100! 1.5-inch, 2-post Scott Specialty binder. Gently used, in virtually like-new condition. Gold-stamped U.S. POSSESSIONS on the spine, but this could be easily covered by a Scott label if you wished. #731349   Scott International Albums, Six Volumes 1840-1964
Set of 6 Scott International Albums, Parts I-VI, in the traditional blue International binders. The later volumes contain some stamps (not counted in figuring the selling price). We are not sure, but we think the page sets are complete for each volume with the exception of the United States. Volume VI appears to be complete to 1963/64, but a VI bought today would go a little farther. The pages are like new. One of the binders (Part VI) is worn but the others are near new with only slight traces of wear. The first volume is labeled "International Junior" because that is what it was called in those days, but it contains what is now called International Part I, 1840-1940. Retail value counting just the first five albums and binders is now $750, so this should be an excellent buy if you are seeking a housing for worldwide older issues. (Do bear in mind that the shipping cost on this set will be significant.) $215.00

Three Scott International Albums: Part II, 1940-49; Part IV, 1956-59; and Part V, 1959-63. Pages appear to be complete for each unit with the exception of Part V pages for United States. Each contains some stamps which were not figured in our selling price. Binders show slight normal wear but contents are quite clean and usable. Retail value for the three volumes and binders is now $450, so this is an excellent value for anyone who can use these for their worldwide collection. $119.00

(Forlaget Saga, 1985) An attempt to compete with the AFA Catalogs, this publisher created a very interesting and useful specialized catalog that still offers much useful priced listings and information. Subjects include: pre-stamp postmarks, stamps up to 1940 and definitive stamps thereafter, varieties and specialized listings, pricing for various types of cancellations (numerals, stars, etc.) on stamp and on cover for different early stamp issues, coil stamps, advertising pairs, L-number plate blocks, etc., etc. Other countries not as specialized, but still very useful. The so-called "PR" cancellations (bridge type cancellations with "PR" in them; for small offices controlled by larger (PR) post offices) are listed and priced with earliest and latest dates of use. "Stempelmarkenkatalog der Nordischen Staaten, I Danmark, II Danish West Indies" published in 1951 in Helsinki, listing and pricing mostly just the documentary and playing card revenues with German and English text; originally 12 pages copied onto 6 pages. (Facit Ortstämplerkatalog Postal History 1985) An older edition (latest 2004 edition is in stock for $69.50), but still very useful for those starting out in collecting Swedish cancels. Lists and prices cancellations and postmarks from the pre-stamp era, through the modern types, with pricing for each era. Also lists ship, railway, rural letter carriers, postal agencies, foreign cancellations on Swedish stamps, etc., etc. In its day, this book was considered to be an incredibly great reference. While you will eventually wish to have the 2004 edition, this book is a great way to get started with Swedish cancels. If you just collect used Swedish stamps or have only a passing interest in postmarks, you will still want this book; just one "find" will pay for it many times over! (Facit Frimärkskort Europa Stamp Cards 1985) The first, last, and only edition of this very useful catalog. Lists, pictures IN COLOR, and prices stamp cards of Sweden, Scandinavia, and the rest of Europe (Europe, not "Europa" organization). Stamp cards are post office officially printed picture post cards that picture stamps or extremely closely related images of stamps. The British call them PHQ cards. They are NOT valid for postage themselves (that would be postal stationery postal cards). About 40% of the catalog is of Swedish stamp cards (many of which picture SLANIA stamps) and is the best priced listing of this type up to that time.
