B1 SINGLE PLUS 4-BLOCK [1922 first Red Cross semi-postal] (VF) on 1 May 1923 EXPRESS cover from HELSINKI to KUOPIO (with Russian text removed receiving cancel). With orange-red on yellowish paper perforated "Expres" label. The cover has typical wear with very slight aging and a center bend well away from the stamps. This first semi-postal was only valid domestically and was only valid until end of 1930. Facit only lists this stamp on cover with supplementary franking. The domestic letter rate (1 Feb 1921 - 14 Jan 1926) was 1.00 up to 20 grams and 1.75 for 21-40 grams. The express rate (12 April 1920 - 14 Jan 1926) was 3.00. Thus this letter is either a 20 gram letter overpaid by 1 mk (unlikely since they would simply not have applied the single 1 mk stamp) or more likely, a 21-40 gram letter (the envelope paper is very heavy security paper) overpaid by 0.25 mk. Any use of this stamp on cover in the correct time period is scarce, but covers with multiple examples (and without any other stamps) is rare. This is the only multiple-stamp example I recall having in 45 years. Furthermore express covers from this era are quite scarce!
